House Joint Resolution 26-115

BE IT RESOLVED by the House of Representatives of the Seventy-seventh General Assembly of the State of San Andreas, the Senate concurring herein:

SECTION 1. Convening of the First Regular Session.

The First Regular Session of the Seventy-eighth General Assembly shall convene at 10:00 a.m. on Wednesday, January 13, 2027, which shall constitute the first legislative day of the regular session.

The General Assembly shall thereafter conduct its business in accordance with the Constitution of the State of San Andreas, the Joint Rules of the Senate and House of Representatives, the respective rules of each house, and the deadlines established by this joint resolution.

SECTION 2. Bill drafting and introduction deadlines.

For purposes of the First Regular Session, the following deadlines shall apply:

(1) Tuesday, January 19, 2027, the seventh legislative day, shall be the final deadline for submission of bill drafting requests to the Office of Legislative Legal Services.

(2) Friday, January 22, 2027, the tenth legislative day, shall be the deadline for introduction of one additional Senate bill and one additional House bill requested during the presession filing period.

(3) Friday, January 29, 2027, the seventeenth legislative day, shall be the deadline for introduction of all remaining member-requested bills filed during the presession period.

(4) Friday, February 5, 2027, the twenty-fourth legislative day, shall be the final deadline for introduction of Senate bills, except the General Appropriations Bill, supplemental appropriations, delayed bills authorized pursuant to the Joint Rules, and measures otherwise exempted by the Joint Rules.

(5) Friday, February 12, 2027, the thirty-first legislative day, shall be the final deadline for introduction of House bills, subject to the same exceptions provided for Senate bills.

SECTION 3. Committee deadlines for bills in the house of origin.

(1) Friday, February 26, 2027, the forty-fifth legislative day, shall be the deadline for committees of reference in the House of Representatives to report House bills introduced on or before the seventeenth legislative day.

(2) Friday, March 5, 2027, the fifty-second legislative day, shall be the deadline for committees of reference in the Senate to report Senate bills introduced on or before Legislative Day 017.

(3) Friday, March 12, 2027, the fifty-ninth legislative day, shall be the deadline for committees of reference in the House of Representatives to report all remaining House bills.

SECTION 4. Final passage in the house of origin.

Friday, March 19, 2027, the sixty-sixth legislative day, shall be the deadline for:

(a) Final passage of Senate bills in the Senate; and

(b) Final passage of House bills in the House of Representatives.

SECTION 5. General Appropriations Bill.

Notwithstanding any other deadline established by this joint resolution:

(1) Monday, March 29, 2027, the seventy-sixth legislative day, shall be the deadline for introduction of the General Appropriations Bill in its house of origin.

(2) Friday, April 2, 2027, the eightieth legislative day, shall be the deadline for final passage of the General Appropriations Bill in its house of origin.

(3) Friday, April 9, 2027, the eighty-seventh legislative day, shall be the deadline for final passage of the General Appropriations Bill in the second house.

(4) Friday, April 16, 2027, the ninety-fourth legislative day, shall be the deadline for adoption of any conference committee report concerning the General Appropriations Bill.

SECTION 6. Resolutions and memorials.

(1) Friday, April 9, 2027, the eighty-seventh legislative day, shall be the deadline for members to request the drafting of resolutions and memorials.

(2) Monday, April 12, 2027, the ninetieth legislative day, shall be the deadline for introduction of resolutions and memorials.

SECTION 7. Second-house committee and passage deadlines.

(1) Monday, April 12, 2027, the ninetieth legislative day, shall be the deadline for committees of reference in the second house to report bills originating in the opposite house.

(2) Thursday, April 22, 2027, the one hundredth legislative day, shall be the final deadline for introduction of delayed bills authorized pursuant to the Joint Rules.

(3) Tuesday, April 27, 2027, the one hundred fifth legislative day, shall be the deadline for final passage in each house of bills originating in the opposite house.

SECTION 8. Appropriations Committee deadlines.

For measures referred to an Appropriations Committee:

(1) Friday, April 30, 2027, the one hundred eighth legislative day, shall be the deadline for the Appropriations Committee in the house of origin to report all measures referred to it.

(2) Wednesday, May 5, 2027, the one hundred thirteenth legislative day, shall be the deadline for final passage in the house of origin of all measures reported by the Appropriations Committee.

(3) Friday, May 7, 2027, the one hundred fifteenth legislative day, shall be the deadline for Appropriations Committees in the second house to report all measures referred to them.

(4) Monday, May 10, 2027, the one hundred eighteenth legislative day, shall be the deadline for Appropriations Committees in the second house to report any remaining measures.

(5) Wednesday, May 12, 2027, the one hundred twentieth legislative day, shall be the deadline for final passage in the second house of all measures referred to Appropriations.

SECTION 9. Legislative days.

For purposes of calculating deadlines under this joint resolution, January 13, 2027, shall constitute the first legislative day, and each succeeding calendar day shall constitute the next legislative day, whether or not either house actually convenes on that calendar day.

Nothing in this section requires either house to meet on every legislative day.

SECTION 10. Adjournment sine die.

The First Regular Session of the Seventy-eighth General Assembly shall adjourn sine die no later than midnight on Wednesday, May 12, 2027, the one hundred twentieth legislative day.

If the General Assembly has previously adjourned to a day certain for purposes of completing its business or formally adjourning the session, it shall reconvene as provided, or on the one hundred eighteenth legislative day. 

Upon completion of legislative business, and in no event later than midnight on the one hundred twentieth legislative day, the President of the Senate and the Speaker of the House of Representatives shall declare their respective houses adjourned sine die.

SECTION 11. Application of Joint Rules.

The deadlines established by this joint resolution shall be administered in conjunction with Joint Rule 510. A delayed bill, supplemental appropriation, General Appropriations Bill, or other measure expressly exempted by the Joint Rules may be introduced or considered after an otherwise applicable deadline to the extent authorized by those rules.

Nothing in this joint resolution limits the authority of the General Assembly to modify a deadline by subsequent joint resolution or as otherwise permitted by the Joint Rules.

SECTION 12. Effective date.

This joint resolution takes effect immediately upon adoption by both houses of the Seventy-seventh General Assembly.

SECTION 13. 

A copy of this joint resolution shall be sent to the President of the United States, to the United States Senate and to the United States House of Representatives, and to the Governor of San Andreas.
